Fix bug #9246 with scrolling in ERC under word-wrap.

 lisp/erc/erc-goodies.el (erc-scroll-to-bottom): Use post-command-hook
 rather than window-scroll-functions.  Fixes a bug with scrolling under
 word-wrap on a tty.
